Overview
The Katsina State Health Services Management Board (KTHSMB) is seeking highly principled and detail-oriented Accountants to manage the financial operations of our healthcare facilities. This Grade Level 08 position is critical for maintaining fiscal discipline, ensuring transparency, and providing accurate financial data to support the Board’s healthcare delivery mission.
The Role
The Accountant is responsible for managing daily financial transactions, maintaining rigorous accounting records, and preparing comprehensive financial statements. You will play a key role in budgeting, internal auditing, and ensuring that all hospital expenditures comply with relevant financial regulations and public sector accounting standards.
Key Responsibilities
- Financial Record Keeping: Maintain accurate and up-to-date financial records, managing general ledger entries with high precision.
- Reporting: Prepare monthly, quarterly, and annual financial statements and periodic reports for management review.
- Budget Monitoring: Monitor departmental budgets, track expenditures, and identify variances to ensure fiscal responsibility.
- Transaction Processing: Oversee the processing of invoices, payments, and other financial transactions in line with government protocols.
- Reconciliation & Review: Conduct regular internal financial reviews and bank reconciliations to ensure data integrity.
- Compliance: Ensure all financial activities strictly adhere to National Chart of Accounts (NCOA) and International Public Sector Accounting Standards (IPSAS).
- Audit Support: Facilitate and assist in both internal and external audit processes, providing necessary documentation and responding to audit queries.
- Asset & Liability Management: Maintain comprehensive records of hospital assets, liabilities, and cash flow movements.
- Payroll & Disbursements: Manage the accurate processing of payroll and ensure timely financial disbursements.
- Strategic Support: Assist in the annual budget preparation process and provide data for long-term financial planning.
Requirements & Qualifications
Candidates for this GL. 08 appointment must meet the following criteria:
- Academic: Bachelor’s Degree in Accounting or a closely related field from a recognized and accredited university.
- National Service: Evidence of a valid NYSC Discharge Certificate or a Certificate of Exemption.
- Professional Certification: Membership or student membership of ICAN, ANAN, or an equivalent professional body is a significant added advantage.
- Technical Proficiency: Advanced proficiency in Microsoft Excel and experience with accounting software (e.g., SAGE, QuickBooks, or Government Integrated Financial Management Information System – GIFMIS).
- Knowledge Base: Strong understanding of contemporary accounting principles, public sector financial regulations, and taxation laws.
- Core Competencies: Exceptional analytical skills, high ethical standards, and the ability to maintain confidentiality and accuracy under pressure.
- Experience: Relevant experience in financial management or auditing is highly desirable.
